Spring floods and high winds re-
duced attendance at the Civil Air Pa-
trol Regional Training Conference at
Texas Agricultural & Mechanical
College on May 1, 2 and 3 to about
a third of what was anticipated, but
what was lacking in numbers was
more than made up for by the dis-
tinguished group of speakers and the
interesting information they brought
with them. Only highlights of the
conference are presented here, be-
cause the verbatim record of the pro-
ceedings of the conference covers
more than one hundred typewritten
pages. It was originally planned to
furnish all CAP unit commanders and
training officers with copies of the
complete proceedings, but paper and
labor shortages have made it impossi-
ble. We have, however, prepared four
transcripts of the proceedings which
interested officers can obtain on loan
from the Texas Wing Headquarters.
In spite of the weather, all of the
speakers invited to address the con-
ference were able to attend. They in-
cluded Col. F. H. Chetlain, Air Liaison
Officer of the Eighth Service Com-
mand; Lt. Col. Earle L. Johnson, CAP
National Commander; Lt. Col. R.. S.

Beck, Director of the CAP League;

The audience, composed of CAP
officers from Texas, Arkansas, Louisi-
ana, and New Mexico, received a
wealth of information and new ideas
from these speakers, and the question -
and -answer sessions following each
speech solved problems which, ex-
perience has shown, cannot be han-
dled adequately by letters, telegrams
and directives.
The most interesting news released
was the greater help the Army Air
Forces is giving to Civil Air Patrol
all over the nation.
In the past two years CAP has
established a great heritage by its
anti-submarine patrol, courier serv-
ice, tracking and tow -target activi-
ties, it was pointed out, but these
gave work to only a small percentage
of the total CAP' population. Today
there is the bigger job of recruiting
and training 250,000 young men and
